Backed by Gov. Although that might be painful in the short term, deregulation advocates say market competition is the only long-term way to achieve realistic prices for consumers and profit incentives to push power companies toward efficiency. Democrats and the Citizens Utility Board watchdog group disagree, pointing out that the current system seems to work fine. Illinois residents today enjoy low-to-average rates compared with other states, and ComEd' s parent company Exelpn has enjoyed an average profit margin of nearly 10 percent for the last five years. That' about normal for most regulated utilities, although the CUB has attacked Exekon for making s unfairly large profits off Illinois nuclear plants' ability to generate some of the cheapest power in the world -- thanks to the federal government' help in disposing the radioactive waste and s Illinois consumers' help in paying for plant construction through historically high electric rates. Even nuclear industry proponents at the American Physical Society acknowledge that despite the fact that "the cost of electricity for these plants advanced light water reactors ; has been improved and is estimated to be lower than today's nuclear plants by about 20% .the capital cost is still too high to be competitive with gas-fired plants in the U.S. rate de-regulated market, assuming present gas prices and no environmental credits, requiring continued efforts to bring down the capital costs." Leaks at the Braidwood reactors occurred on at least nine occasions along a 4.5milelong pipe that normally dumps the tritium into the Kankakee River. Studies have shown that long-term exposure to tritium, through drinking or bathing, can lead to cancer and birth defects. Exelon has said it expects to pay million in fines levied by the state Environmental Protection Agency, and to inspect pipes, pumps, valves, tanks and other equipment that moves tritium-contaminated water at its 10 reactors. On March 13, still more tritium was released from Braidwood when a storm caused the collapse of part of a holding tank's berm.
